Medical Center Director
On April 10, 2011, James W. Rice was appointed Medical Center Director at the Oscar G. Johnson VA Medical Center in Iron Mountain, MI. The Oscar G. Johnson VA Medical Center is a primary and secondary level care facility with 17 medical/surgical beds. Its Community Living Center has 40 beds. As Director, Mr. Rice oversees all aspects of this level 3 medical center with an annual operating budget of more than $130 million. Our high quality health care to nearly 26,000 Veterans includes primary care, specialty care, inpatient care and extended support services. We also have six Community Outpatient Clinics in Ironwood, MI, Hancock, MI, Marquette, MI, Menominee, MI, Sault Ste Marie, MI and Rhinelander, WI. In addition, we also have a Rural Outreach Clinic in Manistique, MI. The Oscar G. Johnson VA Medical Center was established in 1950. Prior to assuming this position, Mr. Rice served as the Quality Management Officer for the Veterans In Partnership Network (VISN 11) from October 2006 to April 2011 where he was responsible for the development, oversight, coordination, and leadership of all quality and performance programs throughout the VISN. In addition, Mr. Rice served as the Acting Medical Center Director at the Aleda E. Lutz VA Medical Center (Saginaw, MI) from July 2009 to December 2009, at the Edward Hines Jr. VA Hospital (Hines, IL) I n 2012 and at the Jesse Brown VA Medical Center (Chicago, IL) in 2013. Lastly, Mr. Rice served as the Acting, Network Director, VISN 12 (Chicago, IL) in 2015 and 2019. Mr. Rice began his VA career as a Safety Manager at the VA Medical Center in Allen Park, Michigan in 1990. He has held positions of increasing responsibility at the VA Medical Center in Detroit, Michigan and at the Veterans In Partnership Network (VISN 11) in Ann Arbor, Michigan, as the Network Safety & Occupational Health Manager.

Associate Medical Center Director
Ms. Rebecca Strini was appointed as the Associate Director, Oscar G. Johnson VA Medical Center in September 2019. Prior to joining the Oscar G. Johnson VA Medical Center, Ms. Strini served as the Chief of Organizational Improvement at the William S. Middleton VA Memorial Hospital in Madison, WI, from April 2016 to August 2019. As a member of the Executive Leadership Team, she is responsible for several administrative operations and services of the health care system, including: Patient Administration Service (PAS), Human Resources, Engineering, Occupational Safety and Health, Emergency Management, Nutrition and Food Service, Environmental Management Service, Voluntary Service, Privacy and Records Management, Police Service, and Supply Chain Management. In addition, she serves as the medical center liaison with Finance, Office of Information Technology, Great Lakes Acquisition Center (Contracting), and Veterans Canteen Service. Ms. Strini began her VA career as a student intern in the Director’s Office in 2009 at the Iowa City VA Health Care System in Iowa City, Iowa and has served in various roles throughout both Veterans Integrated Service Networks (VISN) 23 and 12. She has a strong background in Change Management, Process Improvement, and Project Management, and is a certified Lean Six Sigma Black Belt. Ms. Strini holds a Bachelor’s Degree in Health Sciences and Master’s Degree in Healthcare Administration. She is a graduate of the 2017 VISN 12 Leadership Development Program and is currently enrolled in the 2020 class of the Veterans Health Administration’s National Healthcare Leadership Develop Program.

Chief of Staff
On April 12, 2020, Dr. Mark Kadowaki was appointed as the Chief of Staff at the Oscar G. Johnson VA Medical Center in Iron Mountain, MI. He received his MD from the Pritzker School of Medicine at the University of Chicago and completed his General Surgery Residency at the University of Chicago Hospitals and Clinics. After residency, Dr. Kadowaki served as a General Surgeon at Naval Hospital Great Lakes. He moved on to private practice where he held several positions of leadership at the hospitals he was on staff at, including Chief of the Surgery Department and as a member of the Board of Directors of his Medical Group. In 2015 he began his VA career at the Charles George VAMC in Asheville, NC where he served as Chief of General Surgery. He completed his MBA with specialization in Healthcare Administration from King University.

Associate Director for Nursing and Patient Care Service
Andrea Collins, MSN, RN, was appointed as Associate Director for Nursing and Patient Care at the Oscar G. Johnson VA Medical Center on May 27, 2007. She received her Bachelor of Science in Nursing Degree in 1983 from Northern Michigan University and began her VA career as a staff nurse on the medical/respiratory care unit that same year. She was appointed to a supervisory role in 1989 as a Nurse Manager for an inpatient medical ward. She later served as Nurse Manager in Primary Care Service and was responsible for all nursing and patient care service activities in the outpatient department, as well as six community-based Outpatient Clinics. Ms. Collins went on to earn a Master of Science in Nursing Administration in 2005 through the University of Phoenix. Ms. Collins is a member of the Upper Peninsula Organization of Nurse Executives, the Bay College Advisory Board, and a number of VISN and national committees. She is a graduate of the Health Care Leadership Institute for ECF members only and the Federal Executive Institute for Nurse Executives.
